SPbGASU Student Wins the "Perfect State" Competition

Vladislav Svintsov, a third-year student at the SPbGASU Faculty of Economics and Management, majoring in Economics, won the "Perfect State" research project competition.

The competition was held at the Saint Petersburg University of Management Technologies and Economics (SPbUTE). Its goal was to support talented youth, develop their intellectual and creative abilities, and increase their interest in their future professions. Finalists were required to defend research projects aimed at addressing issues of government regulation of the economy, improving government cooperation, and assessing the quality of life in the regions.

Vladislav completed a scientific study on the topic "Development of a methodology for evaluating construction contractors in the public procurement system" (scientific supervisor - Deputy Dean of the Faculty of Economics and Management for Research, Associate Professor at the Department of Construction Economics and Housing and Utility Infrastructure Yury Tsvetkov). As part of his work, the researcher identified weaknesses in the contract system for construction procurement, analyzed factors leading to contract termination, and proposed his own methodology for evaluating contractors participating in public procurement.

According to Vladislav, "today, the government procurement sector is a vital component of our country's economy. Despite all the positive aspects of the government procurement mechanism, there are some shortcomings, such as unfair competition, dumping, etc. During the preparation of the study, ideas and measures were proposed to further improve the implementation of this mechanism."
