Aleksey Pasko
A graduate of the Saint Petersburg State University of Architecture and Civil Engineering (profile Industrial and Civil Engineering), Aleksey Pasko has been appointed Chairman of the Committee for State Construction Supervision and State Expertise of the Leningrad Region. The corresponding order was signed by Leningrad Region Governor Aleksandr Drozdenko.
"The governor set two key objectives for the committee: to ensure compliance with construction laws and to help the industry navigate this challenging economic period. To this end, we will strengthen violation prevention, identify risks early on, improve the quality of design documentation, and reduce the number of repeated objections and delays during expert assessments and permitting procedures. It's important to resolve contentious issues before they lead to missed deadlines or complicate the commissioning of a facility. We will pay special attention to digitalization, the clarity of requirements, and direct engagement with developers and municipalities. The result of this work should be safe, high-quality, and timely commissioning of facilities," noted Aleksey Pasko.
Aleksey Pasko graduated from the Saint Petersburg State University of Information Technologies, Mechanics, and Optics with a degree in Control and Informatics in Technical Systems, and from the Saint Petersburg State University of Architecture and Civil Engineering with a degree in Industrial and Civil Engineering. He earned an engineering degree in both fields.
Aleksey Pasko began his career in 2009. He worked in engineering support and construction supervision, rising from engineer to Deputy Director of Construction at the St Petersburg Construction Projects Directorate.
Since December 2021, he has held the position of Deputy Chairman of the Committee for State Construction Supervision and State Expertise of the Leningrad Region, and since July 2025, Deputy Chairman of the Construction Committee of the Leningrad Region.
On 21 July, 2026, he assumed the post of Chairman of the Committee for State Construction Supervision and State Expertise of the Leningrad Region.
"SPbGASU was originally created to train specialists competent in all areas of architecture, engineering, and construction. With a strong grasp of their specialization, our graduates understand how it fits into related disciplines and are able to establish a system of interaction between all components. That's why, from the very first graduates, we trained not just engineers and architects, but urban planners who led projects to create new communities, districts, industrial facilities, and more.
Thanks to a practice-oriented approach to learning and working on complex problems, our graduates acquire the interdisciplinary skills and competencies necessary to lead large-scale projects, including those at the regional and federal levels. The appointment of Aleksey Pasko as head of the committee is the proof.
"I am confident that his managerial talents and high competence will contribute to the consistent resolution of the challenges facing the Leningrad Region related to state construction supervision and state expert review. I wish Aleksey Konstantinovich confidence in his abilities and – not to forget his home university – we love and value all our graduates and are always open to collaboration," said Andrey Nikulin, Dean of the SPbGASU Faculty of Civil Engineering, commenting on Aleksey Pasko's inauguration.
