SPbGASU Graduates Received High-Ranking Appointments

Ruslan Albegov, a graduate of the Saint Petersburg State University of Architecture and Civil Engineering with a degree in Architecture, has been appointed to the position of Assistant to the Head and Chief Architect of the Republic by decree of the head of the Republic of North Ossetia – Alania Sergey Menyailo.

Prior to this appointment, Ruslan Albegov held a number of significant positions, including as an architect and head of an architectural group in a private design organization (2011–2015), deputy director of the North Caucasus branch of the ROSIZO State Museum and Exhibition Center (2017–2019), and leading specialist of the North Caucasus branch of the Pushkin State Museum of Fine Arts (2020–2024).

Pavel Savateev, a graduate of SPbGASU, has been appointed Acting Deputy Chairman of the Nizhny Novgorod Region Government. Pavel Nikolaevich graduated from the St Petersburg State Mining Institute "Non-Ferrous Metallurgy" and the St Petersburg State University of Architecture and Civil Engineering, specializing in Motorways and Airfields.

Over the years, Pavel Savateev served as Deputy General Director of GostStroy Construction Company LLC, Advisor to the Director of Mostotrest, St Petersburg State Budgetary Institution, and Director of the Nizhny Novgorod Administration's Department of Construction and Capital Repairs. Since September 2019, Pavel Savateev has headed the Ministry of Transport and Highways of the Nizhny Novgorod Region.

We also take this opportunity to congratulate the Head of the Pskov Administration, Boris Elkin, who celebrates his birthday on 22 March.

Boris Elkin

Boris Andreevich graduated from SPbGASU and the Russian Presidential Academy of National Economy and Public Administration. Since 2012, he has held various positions at the Federal State Institution "Sevzapupravtodor" and then at the Federal State Institution "North-West Federal Road Administration." He began as a road management expert in the road structures department and later became the head of the capital construction department. Since February 2019, he has headed the Committee for Transport and Road Management of the Pskov Region. In July 2021, he was appointed First Deputy Head of the Pskov Administration. On 28 September, 2021, he became Acting Head of the Pskov Administration. On 3 November, 2022, at the fourth session of the Pskov City Duma, he was elected Mayor of Pskov.
