Admission to SPbGASU is carried out

Foreign citizens from countries that have international treaties with the Russian Federation, in accordance with Russian legislation, may be accepted for training on an equal basis with citizens of the Russian Federation.

In accordance with Article 1 of the intergovernmental agreement on granting equal rights to citizens of the states parties to the Treaty on Deepening Integration in the Economic and Humanitarian Spheres of 29 March, 1996 for admission to educational institutions, approved by Decree of the Government of the Russian Federation of 22 June, 1999 No. 662, namely:

  • citizens of the Republic of Belarus;
  • citizens of the Republic of Kazakhstan;
  • citizens of the Kyrgyz Republic;
  • citizens of the Republic of Tajikistan.

In accordance with the intergovernmental agreement on cooperation in the field of education dated 15 May, 1992, citizens permanently residing in the territory of the Russian Federation (if a foreign citizen has a valid residence permit in the Russian Federation), namely:

  • citizens of the Republic of Belarus;
  • citizens of the Republic of Kazakhstan;
  • citizens of the Kyrgyz Republic;
  • citizens of the Republic of Tajikistan;
  • citizens of the Republic of Armenia;
  • citizens of the Republic of Moldova;
  • citizens of Turkmenistan;
  • citizens of the Republic of Uzbekistan;
  • citizens of Azerbaijan.

In accordance with the Agreement between the Government of the Russian Federation and the Government of the Republic of Georgia on cooperation in the field of culture, science and education (Resolution of the Government of the Russian Federation of 2 February, 1994 No. 43):

  • citizens of Georgia permanently residing in the territory of the Russian Federation (if a a foreign citizen has a valid residence permit in the Russian Federation). 
  • Foreign citizens and stateless persons who are compatriots living abroad have the right to receive higher education on an equal basis with citizens of the Russian Federation, provided that they comply with the requirements stipulated by Article 17 of the Federal Law of 24 May, 1999 No. 99-FZ "On the State Policy of the Russian Federation Regarding Compatriots Abroad".

Compatriots are:

  • citizens of the Russian Federation permanently residing outside the Russian Federation;
  • persons and their descendants residing outside the territory of the Russian Federation and generally belonging to the peoples historically residing on the territory of the Russian Federation;
  • persons who have made a free choice in favor of spiritual, cultural and legal ties with the Russian Federation and whose relatives in the direct ascending line previously resided on the territory of the Russian Federation (Article 1 of the Federal Law "On the State Policy of the Russian Federation in Relation to Compatriots Abroad" dated 24 May, 1999 N 99-FZ).

Foreign citizens can apply to SPbGASU based on the results of the Unified State Exam, as well as based on the results of entrance examinations conducted by SPbGASU independently (in the absence of valid results of the Unified State Exam in the relevant subject).

Citizens of the Republic of Belarus can also use the results of centralized testing in subjects corresponding to the subjects of the entrance examinations.

At the expense of the federal budget for the fields of study from the Ministry of Science and Higher Education of the Russian Federation within quotas

Foreign citizens applying for training within the quota for education of foreign citizens in the fields of study that require applicants to have creative abilities - 07.03.01 Architecture, profile "Architecture", 07.03.02 Reconstruction and restoration of architectural heritage, profile "Reconstruction and restoration of architectural heritage", 07.03.03 Design of architectural environment, profile "Design of architectural environment", 07.03.04 Urban planning, profile "Urban planning", 54.03.01 Design, profile "Environment design", 54.05.03 Graphics, specialization "Graphic artist (graphic and poster art)" pass an additional entrance test of creative focus in the discipline "Drawing of an interior fragment" within the timeframe established by the schedule entrance examinations in person and/or remotely.

For applicants under the quota of the Government of the Russian Federation for other fields of study at SPbGASU, entrance examinations are not provided.

Please note that invitations for foreign applicants of visa countries admitted under the quota of the Government of the Russian Federation are issued by the Ministry of Science and Higher Education of the Russian Federation.

To places under contracts for the provision of paid educational services

Foreign citizens can enter SPbGASU based on the results of the Unified State Exam, as well as based on the results of entrance examinations conducted by SPbGASU independently (in the absence of valid results of the Unified State Exam in the relevant subject). Citizens of the Republic of Belarus can also use the results of centralized testing in subjects corresponding to the subjects of the entrance examinations.

After successfully passing the entrance examinations, the foreign applicants entering paid educationan sign the agreement on the provision of paid educational services and get an invitation to obtain a study visa for entry into the Russian Federation (for visa countries).

Persons who have Russian citizenship are not considered foreign citizens in accordance with the following regulatory legal acts:

  1. clause 1 Article 2 of the Federal Law of 27.05.2002 No. 115-FZ "On the Legal Status of Foreign Citizens in the Russian Federation";
  2. clause 1 Article 10 of the Federal Law of 28.04.2023 No. 138-FZ "On Citizenship of the Russian Federation".

Accordingly, foreign applicants who are citizens of the Russian Federation cannot take part in the entrance examinations conducted by SPbGASU for foreign citizens applying for fee-paying places.

Provision of false information about citizenship by a foreign applicant and (or) enrollment of persons holding Russian citizenship as part of entrance examinations is a violation of the procedure for admission to an educational organization. Based on paragraph 2 of part 2 of article 61 of the Federal Law of 29.12.2012 No. 273-FZ "On Education in the Russian Federation", in the event of a violation of the procedure for admission to an educational organization, which resulted in illegal enrollment due to the fault of the student, educational relations may be terminated early at the initiative of SPbGASU.

Ways to submit documents

Documents required for admission are submitted (sent) to SPbGASU in one of the following ways:

  • Application;
  • A copy of the identity and citizenship document (the document on the basis of which you plan to enter the territory of the Russian Federation in case of admission);
  • A copy of a notarized translation of the identity document (pages with a photo, last name and first name), if it is not entirely in Russian;
  • A copy of the education document with an appendix indicating the subjects studied and grades (scores), as well as a notarized translation of these documents into Russian, if they are not entirely in Russian. (The education document and appendix must be legalized in the established manner, i.e. an "apostille" or a consular legalization stamp must be affixed (if legalization is necessary);
  • Medical documents;
  • When applying for admission on a general basis, a compatriot indicates in the application the information about admission to study in accordance with Article 17 of Federal Law No. 99-FZ and submits copies of documents confirming:
    • citizenship of the USSR, civic affiliation or lack thereof at the time of application – for persons who were citizens of the USSR;
    • past residence in the territory of the Russian state, Russian republic, RSFSR, USSR or Russian Federation, corresponding civic affiliation upon leaving this territory and civic affiliation or lack thereof at the time of application – for emigrants;
    • kinship in a direct ascending line with the specified persons – for descendants of compatriots;
    • residence abroad – for all the specified persons.

List of documents submitted by compatriots to confirm their status:

  • birth certificate of the applicant's parents, confirming their birth on the territory of the Russian state, Russian republic, RSFSR, USSR or Russian Federation (original and notarized copy with translation into Russian if necessary);
  • birth certificate of the applicant (original and notarized copy with translation into Russian);
  • documents confirming permanent residence of the applicant and his parents abroad (original or notarized copy).
