SPbGASU 1st year enrollment procedure for foreign citizens

for foreign applicants

Admission of foreign citizens to the first year under the bachelor's, specialist's and master's programs is carried out in accordance with the SPbGASU Admission Rules, Section XII "Peculiarities of the Admission of Foreign Citizens and Stateless Persons".

After successfully passing the entrance examinations, foreign applicants entering paid education, are concluded an agreement on the provision of paid educational services and are issued the invitation for obtaining a study visa to enter the Russian Federation (for visa countries).

To get an invitation to study, you must fill out a questionary.

Documents from foreign citizens are submitted to the SPbGASU Admissions Committee.

For budget places on a par with Russian citizens on the terms of general admission:

Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic and Republic of Tajikistan.


Based on the Agreement on Granting Equal Rights to Citizens of the States Parties to the Agreement on Deepening Integration in the Economic and Humanitarian Fields dated 29 March, 1996 for admission to educational institutions, approved by Decree of the Government of the Russian Federation dated 22 June, 1999 No. 662, the Agreement on Cooperation in the field of education (Tashkent, 15 May, 1992);

The Republic of Azerbaijan, the Republic of Armenia, the Republic of Uzbekistan, Ukraine, the Republic of Moldova, Turkmenistan, the Republic of Georgia permanently residing on the territory of the Russian Federation (having a residence permit in the Russian Federation).


Based on the Agreement between the Government of the Russian Federation and the Government of the Republic of Georgia on cooperation in the field of culture, science and education, approved by the Decree of the Government of the Russian Federation of 2 February, 1994, No. 43 and other international treaties of the Russian Federation and intergovernmental agreements of the Russian Federation;

Foreign citizens recognized as compatriots


Based on the certificate of a participant in the State Program to Assist the Voluntary Resettlement to the Russian Federation of Compatriots Living Abroad, who became participants in the State Program to Assist the Voluntary Resettlement to the Russian Federation of Compatriots Living Abroad, approved by Decree of the President of the Russian Federation dated 22 June, 2006 No. 637;

Federal Law* of 24 May, 1999 No. 99-FZ “On the State Policy of the Russian Federation towards Compatriots Abroad”.

*in order to be recognized as a compatriot on the basis of No. 99-FZ, foreign applicants must submit to the SPbGASU Admissions Committee: 1. an application addressed to the SPbGASU rector for recognition as a compatriot, 2. the original and a notarized copy of their birth certificate with a translation into Russian, 3. the original and a notarized copy of the birth certificate in the USSR of one of the parents with a translation into Russian (if necessary).

At the expense of the appropriate budget in the areas of the Ministry of Science and Higher Education of the Russian Federation (Minobrnauki of Russia) within the quotas.

To places under contracts for the provision of paid educational services (paid education).

After submitting documents to the SPbGASU Admissions Committee, foreign applicants pass the entrance tests established at SPbGASU for the relevant faculties in case of the absence of the Unified State Examination results.

Persons entering budget places on the terms of general admission pass entrance tests established for Russian citizens and within the time limits specified for Russian citizens.

For persons applying under contracts for the provision of paid educational services, the following entrance tests are established for bachelor's and specialist's programs:

Social and Humanitarian Sciences
  1. Russian language
  2. Social science

When foreign citizens and stateless persons apply to study in master's programs based on higher education in places under contracts for the provision of paid educational services, SPbGASU establishes an entrance test in the form of an interview in the relevant field of study.

Since the list of entrance examinations established by SPbGASU for foreign citizens and stateless persons entering places under contracts for the provision of paid educational services differs from the list of entrance examinations for other persons, SPbGASU independently allocates the number of competitive places for foreign citizens and stateless persons and conducts a separate competition for these places.

Entrance tests for persons entering paid education are held from 5 to 20 August.

After successfully passing the entrance examinations, foreign applicants entering paid education are concluded an agreement on the provision of paid educational services and are issued an invitation for obtaining a study visa to enter the Russian Federation (for visa countries).
