SPbGASU students learned about the interaction of business and government

How do business and government interact? What is needed to reduce the timing of investment projects? SPbGASU students learned about this on December 17, 2019, at a lecture in the office of the Association of Builders of St. Petersburg. The event was organized by the SPbGASU specialized Department of Management in Construction. The lecture was delivered by the Deputy Head of the Project Management / Project Office of the Administration of the Governor of St. Petersburg, member of the Headquarters for the Reduction of Administrative Barriers Working Group Yuri A. “We are engaged in monitoring and auditing the implementation of national projects, eliminating administrative barriers, and dialogue with business. In order to conduct a dialogue, one should understand what business needs,” said Yu. A. Kopylov.

At the lecture

The students learned about the areas of activity of the Project Office, about the tools of its work and the results achieved. The main tool for implementing project management in the work of state authorities is the Headquarters, a collegial body headed by the Governor, which includes representatives of St. Petersburg business communities, such as Delovaya Rossiya, Opora Rossii, etc. The headquarters has working bodies by eighty percent comprising of corporate executives and entrepreneurs. The members in these working groups jointly develop solutions to various problems that arise in business.{gallery name="Копылов лекция 122019"}

According to Yu.A. Kopylov, one of the results of the Headquarters work was the creation in 2015 of the Unified System of the Building Complex (USBC); it forms a single information space and can considerably reduce the time of completing procedures in the construction industry. Significant improvement was achieved in the Doing Business World Bank and the National Investment Climate Rating. At the same time, the speaker emphasized that the work was done not for the sake of ratings. Ratings are just an indicator. The main thing is to improve the real conditions for doing business.

Such events organized by the specialized departments give students the opportunity to get acquainted with the development trends of the modern construction industry, contribute to the expansion of their professional horizons.
