Introducing a new learning environment

The human factor is the cause of most injuries received by workers on construction sites and production facilities. A joint Finnish-Russian project SAFECON was created in order to minimize the number of accidents that occur on construction sites; it is implemented by scientists from SPbGASU and Saimen University of Applied Sciences (Finland).

In his Master's degree thesis, Danila Anushichev, student of the SPbGASU Department of Technosphere Safety, worked on the topic of “Legal justification for introducing a new learning environment (SAFECON project) into the system for training specialists in the construction industry of the Nortwest region of the Russian Federation.” His supervisor was Candidate of Mil. Sc., Associate Professor V. V. Tsaplin.

— Construction activity is characterized by the presence of numerous factors that negatively affect human health; the technological and organizational processes in this area require increased attention to occupational safety issues,” said Danila Anushichev. “The joint Finnish-Russian project SAFECON is intended for training in the sphere of technosphere safety using simulations of real situations. It is a unique international project.

"SAFECON" stands for "Security, high professionalism, efficiency at construction sites." The main goal of the project is to develop a new educational model of learning through simulation, study and analysis of real situations arising during construction. This happens through the creation of installations of real working places. Workers in the construction industry develop the necessary competencies, skills and abilities to make the right operational decisions to ensure safety at construction sites.

I have dealt in my work with the basics of the regulatory framework for the implementation of the SAFECON project. The draft of the professional standard for a “safety specialist in the construction industry” has been studied in detail. The structure of this professional standard and the possibility of introducing training in the SAFECON Safety Park were considered.

Also, features of regulatory legal acts in the field of labor protection and the possibility of introducing training in the SAFECON Safety Park were considered for regulatory documents of all levels: from federal laws to local regulatory documents of enterprises.
